In 1996 founder Tom Ramsey witnessed first hand what would later become his vision for Central Texas. Tom visited Cathedral of Faith Church in San Jose, California where the original Celebration of Love (COL) program was founded as a part of The Kenny Foreman Reaching-Out Center (1979). This was an experience that changed his life. At that moment Tom decided to devote the rest of his life to helping others in need. After retuning to Texas, Tom decided to start what is now known as Celebration of Love of Central Texas.  In 2003, with the help of dozens of wonderful volunteers and sponsors, 500 families were fed.  In 2004 and 2005 2,000 more families were fed. An estimated total of 25,000 individuals were blessed by COL during the first three years. In 2006 the goal increased to 3,000 families bringing the total to 55,000 individuals in the first 4 years. In 2007, 3,500 families were reached.

Although the vision started with COL, it did not end there.  Our thirst to help others could only by quenched by doing more throughout the year and not just during the Christmas season. As a result, in 2006 we opened “The Foreman-Phillips Reaching-Out Center (FPROC)”. Read more about FPROC by visiting "Our Vision."

History of the original

Kenny Foreman Reaching Out Center

Founded in 1979 out of a church closet, the program now operates from a 16,000 foot distribution complex.

Reaching Out is able to serve 50,000 families annually, providing food for 200,000 people.

The California Department of Agriculture has recognized Reaching Out as one of the most efficient food programs in the state.

The first Celebration of Love was held at the Santa Clara Fair Grounds for Christmas, 1989. Many Forty-Niners, including Guy McIntyre, Mayor Tom McEnery and other dignitaries joined an army of volunteers to give over 1,500 poor and homeless people a Christmas party they would never forget.

The growing and desperately needed ministry work of Reaching Out led to the construction and dedication of the 16,000 square foot Reaching Out Center.

On December 19, 1993 dignitaries including Congressman Norman Mineta, State Senator Alfred Alquist, City Councilman George Shirakawa and the Chief of Police Lou Cobarruviaz joined the thousands who gathered for this historic occasion.

To this day, Pastor Foreman holds closest to his heart the Reaching Out Ministry that serves the homeless and need.
